Florida "free consultation" ads carry the 72-hour refusal statement

What the source requires

Any advertisement for a free, discounted or reduced-fee service by a Florida-licensed health care practitioner must carry a fixed statement, "in capital letters clearly distinguishable from the rest of the text", telling the patient they may refuse to pay, cancel payment or be reimbursed for any service performed within 72 hours of responding to the advertisement.

Why this is hard to satisfy

Practices advertise free consultations constantly and the statement is long, exact, and almost never present. Nobody re-checks it when a landing page or an ad variant is rewritten, and the statute is prescriptive about capitalisation and prominence.

What we do about it

Detect the free/discounted/reduced-fee offer, then match the required statement literally, including its capitalisation. Report the offer and the missing statement together, with the statute text to paste.

What this tier means

Same input, same verdict, every time — no model in the loop. This is the only tier where the word “verified” is literally true.
