Kansas prohibits advertising a guaranteed or painless service
What the source requires
Kansas defines it as unprofessional conduct for a licensee to advertise "to guarantee any professional service or to perform any operation painlessly". The same section also names "[a]dvertising professional superiority or the performance of professional services in a superior manner" (b)(7), and solicitation "through the use of fraudulent or false advertisements" (b)(1).
Why this is hard to satisfy
"Painless" and "pain-free" are standard aesthetic marketing vocabulary and read as reassurance rather than as a named prohibition. Kansas names both the guarantee and the painlessness claim explicitly, and a practice writing reassuring copy has no reason to suspect either is listed.
What we do about it
Literal phrase match for guarantee constructions and painless claims across every page, reported with the statute's own words attached.

What this tier means
Same input, same verdict, every time — no model in the loop. This is the only tier where the word “verified” is literally true.
