A Texas "board certified" claim names an accepted certifying body
What the source requires
In Texas, "board certified" may be used only by a physician currently certified by a member board of the ABMS, the AOA Bureau of Osteopathic Specialists, the American Board of Oral and Maxillofacial Surgery, or a certifying organisation separately approved by the Board.
Why this is hard to satisfy
The accepted set is a closed list, and the approved-organisation register changes on a five-year review cycle. A practice has no way to tell an ABMS member board from a similarly-named private certifying body, and aesthetic medicine has many of the latter.
What we do about it
Extract the certifying body named alongside each "board certified" claim and check it against the accepted list. Bounded, not deterministic: the claim has to be attributed to a body first, and the approved-organisation register is a moving target we must date.

What this tier means
Formal reasoning over a bounded policy. Sound only for what the policy models, so we say “checked against”, never “guaranteed”.
